内容提要：
For the purpose of bringing down the excessive growth of energy consumption, the Chinese government has been trying to strengthen the system of energy regulation by introducing new control for the total amount of energy consumption. All the combinations of possible objectives and new constraints on energy consumption with the available data sources, constituting twenty-four regulation strategies, are compared by virtue of partial frontier analysis in this paper. According to the characteristics of the coordination of regulation structure in existence and the optimality of regulation strategy, four scenarios are constructed and the regional responsibilities are reasonably shared, fully considering the production technology in economy. The relative importance of output objectives and total amount controlling is compared and the impacts on the regional economy caused by the changes of regulation strategy are evaluated for updating regulation policy.
