Abstract/报告摘要:
This paper analyzes the agricultural productivity gap (APG) in China by controlling for selective migration. Using the National Fixed Point Survey, a panel dataset that tracks 20,000 households during 2003-2013 in rural China, we first show that the agricultural productivity gap slightly drops from 49% to 47% when we control for individual observable characteristics and individual fixed effects. We further control for the selection bias by allowing for two dimensional unobserved heterogeneities in a sector choice model, where individuals have different agricultural and non-agricultural abilities and face one-time and annual migration costs. We make use of the county-by-county roll-out of the New Rural Pension Scheme (NRPS) as an instrument that only affects the migration costs but not earnings in either sector to identify the relative contribution of migration barriers to the agricultural productivity gap. Our structural estimation shows that the APG remains large and the migration costs are higher for female, less educated, and older workers living in counties without the NRPS.
