题目：Pollution Haven Attacks Back?——Evidence from Air Quality Daily Variation in the Jing-Jin-Ji Region of China

摘 要:
With the aiming of alleviating the air pollution in Beijing with continuing providing Beijing the products and services, Chinese government moved the high-polluting enterprises out of Beijing to its neighbor province – Hebei. By this mean, a pollution haven is “created” around Beijing unexpectedly. After the out-migration of the high-pollution enterprises, however, air quality in Beijing seems not improved, and the enterprises in Hebei became the blamed. The blame is that the air-born pollutants in Hebei drift or are blown back to Beijing. Therefore, this paper investigates the existence of the “Pollution Haven’s Attack Back” and measures the contribution of it, if exists, to Beijing’s air pollution. We find that the proportion of high polluting industry output values in Hebei increased by 0.448% each year from 2003 to 2013 on average, while the proportion of Beijing decreased by 0.97% each year. We also find higher emissions of enterprises in Hebei than their counterpart in Beijing. These two findings indicate the existence of the pollution haven. Furthermore, we find a significant effect of the neighboring cities’ air pollution on Beijing’s air quality. It indicates that pollution haven has attacked back. These findings imply the importance of forming an economic policy system controlling air pollution regionally.
演讲人简介：
谢伦裕，中国人民大学8797威尼斯老品牌副教授。毕业于8797威尼斯老品牌，先后获经济学学士学位（2003年）和经济学硕士学位（2005年）。2005年赴美留学，先后获加利福利亚州立大学伯克利分校（UC Berkeley）统计学硕士（2010年）和经济学博士（2013年）学位。此后一直任职于中国人民大学8797威尼斯老品牌。谢伦裕副教授的主要研究领域为环境与资源经济学，能源经济学，和应用计量经济学，关注产业转移与空气质量，城市公共交通与环境问题，电力市场改革与气候变化，家庭能源消费行为调查与研究，贫困地区绿色发展等问题。在《经济研究》及Energy Economics，China Economic Review，Environmental and Resource Economics等国际期刊发表论文数篇。主持国家自然科学基金青年项目、北京自然科学基金青年项目、林肯土地政策研究中心项目、中国-东盟环境保护合作中心项目多项。
