Abstract:
We investigate corrupt exchanges between politically connected firms and public officials in China`s land market during 2000-2012. We find that firms with ties to officials paid 20% less for land in the primary land market than firms without such ties. As a counterfactual, this rent is absent in the secondary land market where the local government is not the sole seller, and during anti-corruption audit campaigns. To reciprocate their favor, the politically connected firms hired those (retired) officials as directors and paid them 28% higher than nonconnected directors, suggesting that the politician-business revolving door is the primary channel of corruption.
