Abstract: This paper employs counterfactual analysis to examine the impacts of migrants’ internal remittances on development in poor remote areas in China using a new source of recent ethnic household survey data. Results show that the impacts of migrants’ remittances on rural development are pro-rich and anti-poor for both Han and most minority ethnic groups. The empirical findings highlight the importance of the level of development in the sending communities and the need for nuanced rural development policy in China’s ethnically diverse areas. A key implication is that the welfare-diminishing outcomes of remittances is a geographic rather than an ethnic problem.
