石菊博士，现任8797威尼斯老品牌经济系助理教授。她在清华大学经管学院分别获得经济学学士、硕士学位，于2013年获得波士顿大学经济学博士学位，并曾在哈佛大学医学院卫生政策系进行博士后研究。她的研究领域为健康经济学、劳动经济学和产业组织理论。目前已有两篇论文发表在健康经济学领域国际知名期刊Journal of Health Economics上，并曾获美国国家健康管理机构年度优秀论文奖。
内容提要：
This paper analyzes income responses to eligibility thresholds for health insurance subsidies in the Massachusetts health insurance reform, the state-level precursor to national health reform in the United States. Using data from the American Community Survey, I test whether individuals adjust their income in order to qualify for insurance subsidies. I find clear evidence of income manipulation around the thresholds of 150 percent and 300 percent of Federal Poverty Level. The lower threshold determines whether individuals pay zero or positive out-of-pocket premiums, and the effect is concentrated among the self-employed. The higher threshold determines the eligibility for any subsidized coverage, and the effect is concentrated among wage workers. I also estimate the elasticity of labor supply with respect to the wage rate using a structural model, and use the estimated model to calculate the welfare loss due to the insurance subsidies.
