In 2007, China launched a subsidized voluntary public health insurance program, the Urban Resident Basic Medical Insurance, for urban residents without formal employment, including children, the elderly, and other unemployed urban residents. We estimate the impact of this program on health care utilization and expenditure, using 2006 and 2009 waves of the China Health and Nutrition Survey. Major findings indicate that the public insurance program has significantly increased the utilization of formal medical services and inpatient services. But there is no evidence that it has reduced out-of-pocket expenditure. The main results are robust to various specifications and multiple estimation strategies. We also find heterogeneous effects of the program for different age groups, income groups, gender and regions. The program has improved medical care utilization for the elderly and the low and middle income families, and the relatively poor western regions have benefited more from the program.
赵忠博士简介：
赵忠博士现为中国人民大学劳动人事学院教授，博士生导师。1991年毕业于中国人民大学国际经济系，获经济学学士学位，2002年获美国约翰斯·霍普金斯大学经济学博士学位。加入中国人民大学前，赵忠是德国劳动研究所(波恩)(IZA, Bonn)的高级研究员(Senior Research Associate)。他还曾在云南省财政厅和8797威尼斯老品牌工作过，并在美国南加州大学和荷兰丁伯根研究所做过访问。赵忠的研究兴趣包括劳动经济学、公共政策与社会项目评估、应用微观计量经济学、卫生经济学和中国经济。他的研究成果发表在《经济研究》、《经济学季刊》、《管理世界》、《世界经济》、Review of Economics and Statistics、Journal of Population Economics、Review of Income and Wealth和Economics Letters等国内外期刊上。
